New drinking water and sewerage infrastructure is being created in Salyan within the State Program for Socio-Economic Development of the Regions approved by President Ilham Aliyev. Drinking water and sewerage systems established in 1950-70 were in operation in Salyan until the implementation of the new project. Due to the fact that the city network was in disrepair, there were serious difficulties in providing the population with drinking water. The newly built Gilan residential area in Salyan had no network at all and residents had access to drinking water mainly by carrying.

With the commissioning of a 9 km main water line from the Shirvan-Mugan group water pipeline to Salyan and a reservoir with a capacity of 7,500 cubic meters, favorable conditions are created for the city's water supply. In the past period, the drinking water network of Salyan city and Babazanli residential area near the city center was reconstructed. Currently, a drinking water network is being created in the new residential area of Salyan. Within this stage, a 7.5 km section of the 11.5 km drinking water network was built. Connections are provided to each address from the newly created network. In general, 105 km of the 131 km drinking water network to be built in Salyan was built in the past.

Reconstruction of wastewater infrastructure in Salyan will be carried out in the next stages. The project envisages the creation of 123 km of sewerage network. In the past period, 5 km of sewerage network was created in the central part of the city, the existing sewage pumping station was restored and a 4.7 km long pressure sewer line was replaced with a new one. In order to clean and neutralize the wastewater generated in the city of Salyan, a wastewater treatment plant with a capacity of 10,000 cubic meters per day will be built in the future.

35,000 residents of Salyan will benefit from the project on reconstruction of drinking water supply and sewerage systems, taking into account the prospects for development in Salyan by 2035.
