Within the framework of the State Program for the socio-economic development of the regions of the Republic of Azerbaijan, the drinking water supply infrastructure of the city of Balakan is being rebuilt. Work is about to be completed within the initial stage of the project implemented by the State Water Resources Agency of Azerbaijan at the expense of state investment.

The first phase of the project includes the creation of water sources, the construction of reservoirs and transmission mains. 10 sub-artesian wells have been drilled and made ready for operation during the period since the start of the project implementation. The construction of 2 new water reservoirs with a capacity of 2000 cubic meters each has been completed in the area of water reservoirs, and at the same time, 2 existing water reservoirs with a volume of 500 cubic meters each have been reconstructed. Within the framework of the project, construction of inter-storage lines and creation of electricity supply systems were carried out.

In the next stages of the project, drinking and waste water networks of Balakan city will be reconstructed. The construction and reconstruction of 8 reservoirs with a total capacity of 10,000 cubic meters have been planned, taking into account the relief conditions of the city. 139 km of drinking water and 77 km of waste water network will be created in Balakan city. All users in the areas covered by the project will be connected to the new network and will be provided with a meter. The construction of a wastewater treatment plant is also planned for the purpose of cleansing and disposal of waste water generated in the city.

More than 31,000 residents will benefit from this project, taking into account the prospective development until 2035.
