In accordance with the Action Plan for ensuring the efficient use of water resources approved by President of the Republic of Azerbaijan Ilham Aliyev, the State Water Resources Agency of Azerbaijan continues control measures to detect illegal use of drinking water, minimize water losses and prevent wastage. During the control measures implemented in Absheron region, cases of illegal drinking water supply in some private houses and commercial facilities were prevented.

Cases of illegal water lines were discovered in 7 private courtyard houses built by people engaged in the construction of private residential houses in the area called Yoncalig, Khirdalan city. It turned out that the technical conditions for water supply of those houses were not received and the contract was not concluded. In order to supply water to houses, a 32 mm pipe was illegally connected to the transmission main. During the investigation, the fact of water theft was discovered in the "Sadarak wholesale" and butchering station owned by an entrepreneur located on the Hökmeli-Gobu road. Although the entrepreneur claimed that he bought water with a water truck and filled the tank, it was found out from the investigations that an illegal water line was built into the tank from the nearby transmission main.

The State Water Resources Agency of Azerbaijan brings to the attention of citizens that illegal and off-meter use of drinking water causes disruption of hydraulic regimes in networks, serious water losses, deterioration of water supply to other subscribers living in those areas.

It should be noted that in the months of January-September 2023, 14,220 cases of illegal use of water were detected by the Azerbaijan State Water Resources Agency "Azersu" Open Joint-Stock Company, and 1,386 of them in Absheron district, and more than 100 facts were submitted to law enforcement agencies for investigation.
